ARPD and ADA Compliance

  • How does ADA compliance affect ARPD?  In 2018, the University of Hawai'i entered into a Voluntary Resolution Agreement regarding ADA compliance for current and new online content and functionality (click the following link for more information: https://www.hawaii.edu/access/resources/vra/). The VRA requires that effective May 2019, new online content and functionality be fully accessible to individuals with disabilities. This is the reason the old ARPD site and web submission process is being retired and why this new ARPD site and process has been developed.
  • What does this mean for the CC campuses?  All ARPD content must be ADA compliant. The Microsoft Word Templates created for each campus meets basic ADA requirements. CC campuses are responsible for ensuring that all new content (text, images, tables, hyperlinks, etc.) added to the MS Word template also meets accessbility requirements.

    Basic guidelines:
    • It is highly recommended that campuses use MS Word 2010 or higher as older versions do not contain the more current accessibility tools.
    • All accessible tags should be applied within the MS Word template/document. Accessibility tags within MS Word will be retained when converted to PDF. Adding tags directly in the PDF document is more cumbersome and will need to be re-applied should content from the original Word document change.
    • Any images that are added must contain the appropriate ALT tags and be inline with text.
    • Any tables that are added must include a caption/description and table headers must be properly tagged.
    • Use built-in style elements in MS Word to format content.
    • MS Word has a built-in accessibility checker that will identify accessibility errors and warnings within your document. Run the checker and resolve all errors before converting the document to PDF.
    • Overall it is recommended that campuses try to keep the document as simple as possible.
  • How do I learn more about ADA compliance?  UH's Information Technology Services (ITS) has provided resources to assist campus personnel with ADA compliance and implementation in documents and web pages. Below are UH and external links we've found that may assist you:
