The Budget, Planning, and Finance team coordinates and manages the University of Hawai’i Community Colleges multi-million dollar Operating Budget and Capital Improvement Program (CIP).

Our team works closely with the campuses in the budget development, legislative and execution process.

We also support the financial planning and fiscal processing requirements of all Community College Systemwide Support (CCSWS) units as well as the CIP fiscal processing requirements of all Community College campuses.

Budget Preparation

Budget Development

The budget development process at the University of Hawaiʻi Community Colleges (UHCC) is closely linked with the University of Hawaiʻi’s strategic planning process with the latter providing the direction and focus for the UHCC budget development.

Budget priorities are established based on the achievement and advancement of strategic planning goals. Oversight to the process is provided by the Community Colleges Strategic Planning Council (SPC). The SPC is the primary body for ensuring systemwide participation in the UHCC strategic planning process.

Operating Budget

The UHCCs prepare a biennial operating budget for consideration by the Legislature when it convenes in regular session during every odd-numbered year. A supplemental budget to amend any current appropriation in a fiscal biennium may also be prepared and submitted to the Legislature when it convenes in regular session in even-numbered years. The Office of the Vice President for Budget and Finance and Chief Financial Officer is responsible for budgeting and financial management operations of the University.

The Budget Office is the central source for operating budget preparation and budget execution information. The Budget Office coordinates and administers appropriated operating funds for all campuses in the University of Hawaiʻi system.

The Facilities Business Office is comprised of two primary sections, The Facilities Fiscal and Facilities Contracts Office. The Facilities Fiscal Office is responsible for managing financial and budget functions and services for the University of Hawaiʻi Mānoa facilities programs and capital improvement projects systemwide. The Facilities Contracts Office is responsible for the procurement and post-award contract administration services of construction, architecture and engineering contracts systemwide.

The Institutional Research & Analysis Office provides comprehensive management information and analytical analysis in support of strategic planning, policy formation, decision making, and program assessment. This office also prepares or coordinates submission of internal and external reports on a wide range of information about campuses.

The Financial Management Office (FMO) reports directly to the Vice President for Budget and Finance/Chief Financial Officer. The FMO staff has primary responsibility for general accounting, capital asset accounting activities, disbursing, payroll, tuition and fee payment collection and loan collection activities, issuance of University revenue bonds, tax services, treasury activities and fiscal services activities.
